The liberal conception of the state is marked by an insistence upon the equal civil and political rights of each inhabitant. Recently, though, a number of writers have argued that this emphasis on uniform rights ignores the fact that the populations of most states are culturally diverse, and that their inhabitants have significant interests qua members of particular cultures. They argue that liberals should recognize special, group-based cultural rights as a necessary part of a theory of justice in multicultural societies. (...) In this thesis I examine the idea of special cultural rights. In the first part, I begin by setting out some of the different conceptions of culture and multiculturalism that are involved in the debate over cultural rights. I then discuss three claims made by supporters of special cultural rights: that having culture is an essential part of individual autonomy; that people have morally significant interests qua members of particular cultures; and that these interests are inadequately protected by existing liberal conceptions of human rights. Although I conclude that is correct, I argue that both and are mistaken. Among other things, I suggest that the version of culture relied upon by supporters of special cultural rights is an implausible one and I outline what I take to be a more plausible, cosmopolitan conception of culture. In the second part, I begin by looking at specific instances of cultural rights-claims, and analyzing the concept of cultural rights qua rights. I consider the practical and conceptual difficulties with special cultural rights at great length. But the core of my thesis is that our interest in culture lies in its contribution of worthwhile goals and options, and that this interest lies in culture generally rather than in particular cultures. Hence, adopting a special or group-based distribution of any right to culture would seem to be inconsistent with liberal egalitarian principles. If there are such things as cultural rights, I argue, they are general rather than special rights. I conclude by offering a very preliminary account of what a cosmopolitan conception of cultural rights might involve in the case of the right to free association and language rights. (shrink)

Roman Frigg and others have developed a general epistemological argument designed to cast doubt on the capacity of a broad range of mathematical models to generate “decision relevant predictions.” In this article, we lay out the structure of their argument—an argument by analogy—with an eye to identifying points at which certain epistemically significant distinctions might limit the force of the analogy. Finally, some of these epistemically significant distinctions are introduced and defended as relevant to a great many of the predictive (...) mathematical modeling projects employed in contemporary climate science. This second volume of Eric Voegelin’s miscellaneous papers contains unpublished writings from the time of his forced emigration from Austria in 1938 until his death in 1985. The volume’s focus is on dialogue and discussion, presenting Voegelin in the role of lecturer, discussant, and respondent. “The Drama of Humanity” presents the Walter Turner Candler Lectures delivered in four parts at Emory University in 1967. This text, a small book in itself, addresses the themes of “The Contemporary Situation,” “Man in (...) the Cosmos,” “The Epiphany of Man,” and “Man in Revolt,” providing the reader with a good introduction to Voegelin’s later work. Another extensive text included in this volume is “Conversations with Eric Voegelin at the Thomas More Institute” in Montreal. These exchanges include lectures and discussions given by Voegelin between 1967 and 1976. A number of other sections offer insight into Voegelin’s intellectual development over a period of forty years. These include the complete “Foreword” to the second edition of _The Political Religions, _which is published here for the first time; “Notes on T. S. Eliot’s _Four Quartets_;” the “Cycle Theory and Disintegrations;” “What Is Political Theory?;” “The Spiritual and Political Future of the Western World;” “Notes on ‘Civilization and Foreign Affairs;’” “Structures of Consciousness;” “The Beyond and Its Parousia;” and the 1983 “Responses at the Panel Discussion of ‘The Beginning of the Beginning.’” Several lengthy excerpts from conference dialogues with other scholars are also included: “The West and the Meaning of Industrial Society,” “Natural Law in Political Theory,” and “Man in Political Institutions.” Volume 33 concludes with Voegelin’s “Autobiographical Statement at the Age of Eighty-Two,” his last public utterance on the course of his life and his life’s work. By choosing dialogue as the focus of this volume, Petropulos and Weiss are able to show not only the extent to which Voegelin engaged in an exchange of ideas but also his abiding concern for the practical and theoretical conditions necessary in order for this exchange to take place. Game of Thrones is a popular, award-winning television series with an eight-season run on Home Box Office, based on the Song of Fire and Ice series of books by George R.R. Martin. It depicts a morally complex political situation in a fantasy environment that has some similarities to medieval Europe. In the midst of this setting, the series advocates a cynical attitude towards politics, social structures, and religion. Most notably, the series suggests that there is no such thing as political (...) legitimacy. This chapter identifies a pattern of cynicism throughout Game of Thrones but points towards the thoughts of John Locke and Thomas Aquinas as possible alternatives to the story’s cynicism. (shrink)

In Generalizing Generalizability in Information Systems Research Lee and Baskerville (2003) attempt to clarify generalization and distinguish four types of generalization. Although this is a useful objective, what they call generalization is often not generalization at all in the proper sense of the word. We elucidate generalization by locating their major errors. A main source of these is their failure to understand the depth of Hume’s problem of induction. We give a thorough explication of the problem and then give a (...) solution. Lastly, we propose an alternative taxonomy of generalization: theoretical, within-population, cross-population, contextual, and temporal. (shrink)

In ‘Generalization and Induction: Misconceptions, Clarifications, and a Classification of Induction’, we comment on Lee and Baskerville’s paper ‘Generalizing Generalizability in Information Systems Research’, which attempts to clarify the concept of generalization and classify it into four types. Our commentary discusses the misconceptions in their paper and proposes an alternative classification of induction. Their response ‘Conceptualizing Generalizability: New Contributions and a Reply’ perpetuates their misconceptions and create new ones. The purpose of this rejoinder is to highlight the major problems both (...) in their original paper and in their reply and to provide further clarifications. Lee and Baskerville’s so-called ‘new language’ of describing research activities based on their concept of generalization is confusing. Their classification abuses the term ‘generalize’ and is self-contradictory. Hence, contrary to their claim, their classification and ours are not compatible. Also contrary to their claim that we advocate paradigmatic domination, our commentary is just about the correct use of terms such as ‘generalize’, ‘induction’ and ‘deduction’. (shrink)

Objective: There are benefits and risks of giving patients more granular control of their personal health information in electronic health record (EHR) systems. When designing EHR systems and policies, informaticists and system developers must balance these benefits and risks. Ethical considerations should be an explicit part of this balancing. Our objective was to develop a structured ethics framework to accomplish this. -/- Methods: We reviewed existing literature on the ethical and policy issues, developed an ethics framework called a “Points to (...) Consider” (P2C) document, and convened a national expert panel to review and critique the P2C. -/- Results: We developed the P2C to aid informaticists designing an advanced query tool for an electronic health record (EHR) system in Indianapolis. The P2C consists of six questions (“Points”) that frame important ethical issues, apply accepted principles of bioethics and Fair Information Practices, comment on how questions might be answered, and address implications for patient care. -/- Discussion: The P2C is intended to clarify whatis at stake when designers try to accommodate potentially competing ethical commitments and logistical realities. The P2C was developed to guide informaticists who were designing a query tool in an existing EHR that would permit patient granular control. While consideration of ethical issues is coming to the forefront of medical informatics design and development practices, more reflection is needed to facilitate optimal collaboration between designers and ethicists. Lee and Baskerville (2003) attempted to clarify the concept of generalization and classify it into four types. In Tsang and Williams (2012) we objected to their account of generalization as well as their classification and offered repairs. Then we proposed a classification of induction, within which we distinguished five types of generalization. In their (2012) rejoinder, they argue that their classification is compatible with ours, claiming that theirs offers a ‘new language.’ Insofar as we resist this ‘new language’ and insofar (...) as they think that our position commits us to positivism and the rejection of interpretivism, they conclude both that our classification is more restrictive than theirs and also that we embrace ‘paradigmatic domination.’ Lee and Baskerville’s classification of generalization is based on a distinction between theoretical and empirical statements. Accordingly we will first clarify the terms ‘theoretical statement’ and ‘empirical statement.’ We note that they find no fault with our classification of induction, we re-state our main objections to their classification that remain unanswered and we show that their classification of generalizing is in fact incompatible with ours. We argue that their account of generalization retains fatal flaws, which means it should not be relied upon. We demonstrate that our classification is not committed to any paradigm and so we do not embrace ‘paradigmatic domination.’. (shrink)

We aren’t particularly sympathetic to modal realism (MR). Still, it isn’t clear to us that David Lewis argues for it in the wrong way. “The hypothesis is serviceable,” he says, “and that is a reason to think that it is true” (1986, p. 3). Let’s grant him the first claim: MR is serviceable, which is to say that it allows us “to reduce the diversity of notions we must accept as primitive, and thereby to improve the unity and economy of (...) the theory that is our professional concern – total theory, the whole of what we take to be true” (1986, p. 4). Our interest here is in the second claim, the thesis to the effect that a hypothesis’s being serviceable can provide reason to believe it. A number of philosophers maintain that this latter is false; others insist that it’s of no help to Lewis. So on one basis or the other, they conclude that Lewis’ argument for MR doesn’t get off the ground.1 We disagree. Our aim here is to show that there isn’t a cogent objection to Lewis’ use of serviceability that doesn’t rely a premise that he is justified in rejecting. (shrink)

Quine has proposed an alternative criterion for identifying observation sentences which has not yet received serious evaluation. We investigate this new criterion, showing how it differs from more traditional criteria and measuring it against the major objections to traditional criteria. Our judgment is that it meets Suppe's and Achinstein's objections and one version of the theory-ladenness objection offered by Hanson, Feyerabend, and Kuhn. We suggest how it might also provide an answer to the more serious version of the theory-ladenness objection. (...) To determine whether it meets this final objection, though, requires actual analysis of scientific cases, which has not yet been performed. (shrink)

Eric Williams's Capitalism and Slavery is a classic in the sense that it irreversyibly altered our most basic way of looking at an historical event. Writing the book in 1944, Williams broke with the century of histories portraying the British abolition of slavery as a humanist event, a moral victory. His account of slavery in the British colonies was innovative in introducing the notion that economic, rather than moral, factors were decisive in the motivation and success of the abolitionists. (...) The two farthest-reaching claims of Capitalism and Slavery are that British colonial slave production and the slave trade enabled the industrial revolution to take place in Britain, and that the abolition movement resulted solely from changes in the British imperial economy. Though few historians since Williams have agreed with him on the centrality of industrialization in the slave colonies and abolition, his work has resulted in the inclusion of economic factors in all recent accounts of slavery and its abolition. By writing a simplistic history with a global context, Williams made it impossible for subsequent historians to write about abolition as an isolated moral act of the British Empire. (shrink)

BackgroundResearch ethics and the measures deployed to ensure ethical oversight of research (e.g., informed consent forms, ethics review) are vested with extremely important ethical and practical goals. Accordingly, these measures need to function effectively in real-world research and to follow high level standards.MethodsWe examined approved consent forms for Magnetic Resonance Imaging (MRI) and functional Magnetic Resonance Imaging (fMRI) studies approved by Canadian research ethics boards (REBs).ResultsWe found evidence of variability in consent forms in matters of physical and psychological risk reporting. (...) Approaches used to tackle the emerging issue of incidental findings exposed extensive variability between and within research sites.ConclusionThe causes of variability in approved consent forms and studies need to be better understood. However, mounting evidence of administrative and practical hurdles within current ethics governance systems combined with potential sub-optimal provision of information to and protection of research subjects support other calls for more scrutiny of research ethics practices and applicable revisions. By closely examining the sources, movements, and persons of the Renaissance and the Reformation, Voegelin reveals the roots of today's political ideologies in this fourth volume of his _History of Political Ideas._ This insightful study lays the groundwork for Voegelin's critique of the modern period and is essential to an understanding of his later analysis. Voegelin identifies not one but two distinct beginnings of the movement toward modern political consciousness: the Renaissance and the Reformation. Historically, however, the powerful effects of (...) the second have overshadowed the first. In this book, Voegelin carefully examines both periods and their presence in modern thought. The Renaissance, represented by the works of Niccolò Machiavelli, Desiderius Erasmus, and Thomas More, is characterized by a struggle for balance. Machiavelli and Erasmus both looked to a virtuous prince to achieve order, one calling for brute force and the other for Christian spirituality to reach their goal. Also a participant in the first beginning of modernity, More was a complex thinker identified as a saint both of the church and of the communist movement. The issues he explored in _Utopia,_ as Voegelin demonstrates, indirectly gave rise to concepts that have profoundly affected Western history: colonization, imperialism, national socialism, and communism. Exploring the transition from the Renaissance to the Reformation is a brilliant chapter, "The People of God," which examines the sectarian movement. These pages contain the rich historical background that led to Voegelin's later conclusions about Gnosticism and its modern influences. Voegelin offers a controversial view of the Reformation as well as the political and religious situation directly preceding it. Yet he sheds light on the strengths and inadequacies of its key figures, Martin Luther and John Calvin. The driving force behind the Reformation stemmed solely from the powerful personality of Luther. What began as an abstract, purely technical discussion developed into a full-blown revolt. Later in the period, Calvin confronted the problems left behind by Luther and endeavored to create his own universal church to supplant the Catholic Church. His theory of a new elite would have a distinct impact on history. By examining the political ideas that first emerged during the Renaissance and Reformation, this fascinating volume provides a foundation for understanding the events of centuries to follow. The Strange Situation procedure was developed by Ainsworth two decades agoas a means of assessing the security of infant-parent attachment. Users of the procedureclaim that it provides a way of determining whether the infant has developed species-appropriate adaptive behavior as a result of rearing in an evolutionary appropriate context, characterized by a sensitively responsive parent. Only when the parent behaves in the sensitive, species-appropriate fashion is the baby said to behave in the adaptive or secure fashion. Furthermore, when infants are (...) observed repeatedly in the Strange Situation,the pattern of behavior is said to be highly similar, and this pattern is said to predict the infants' future behavior in a diverse array of contexts. After an exhaustive review of the literature, it is shown that these popular claims are empirically unsupported in their strong form, and that the interpretations in terms of biological adaptationare misguided. There is little reliable evidence about the specific dimensions of parental behavior that affect Strange Situation behavior, although there does appear to be some relationship between these constructs. Temporal stability in security of attachment ishigh only when there is stability in family and caretaking circumstances. Likewise, patterns of Strange Situation behavior only have substantial predictive validity in similarly stable families. Implications for future research and theorizing — particularly as they relate to the use of evolutionary biology in psychological theory — are discussed. (shrink)

Bernard Williams argued that philosophers should pay more attention to the role thick ethical concepts play in our moral thinking, and, separately, that all reasons for action depend in the first place upon the agent's pre-exisitng motives. Here I argue that these two views are in tension. Much like the standard examples of thick ethical concepts, the concept REASONABLE is likewise thick, and the features of the world that guide its correct use have much less to do with the agent's (...) pre-existing motives than internalism about reasons for action maintains. Eric Weil was born in Parchim in Mechlenburg in 1904 and died in Nice in 1977. He completed his doctorate with the philosopher Ernst Cassirer in 1928 in Hamburg. In 1933 he left Germany and settled in Paris. Weil joined the French army in 1939 and was interned in 1941 as a P.O.W. He completed his French doctorate with a major thesis, La Logique de la philosophie, and a minor thesis, Hegel et l’ état. Both books have become landmarks (...) of contemporary philosophical thought. Weil, being a systematic thinker, completed the Logic with a Philosophie politique and a Philosophie morale. His other books include a volume on Kant, Problèmes kantiens, and three volumes of collected essays, Essais et conférences. If we ask what tradition Weil’s philosophy reflects, we might say that he is a thinker who ponders the discourse of philosophy from Aristotle to Hegel. He is concerned with an elaboration of those categories and attitudes which make possible the comprehension of ourselves as reasonable beings attempting to grasp the meaning of a world which we have not created, but which is receptive to reason. These categories are elaborated in the Logic of Philosophy; they embody the categories of Aristotle, Kant, and Hegel. They reveal the dialogue of philosophy, the continuous universal discourse of reason which defines philosophy as the determination of the concept, a determination that is expounded not only in the forward movement of thought, but also in the rethinking which is the source of philosophic movement. The encompassing achievement of Weil’s Logic of Philosophy is yet to be realized. It is one of the great monuments to systematic philosophy. William Lawrence Tower’s work on the evolution of the Colorado Potato Beetle (_Leptinotarsa decemlineata_), documenting the environmental induction of mutation and speciation, made him a leading figure in experimental genetics during the first decade of the 20th century. His research program served as a model for other experimental evolution studies seeking to demonstrate the environmental modification of inheritance. The Tower affair illustrates how questionable and possibly fraudulent scientific practices can be tolerated to explore certain experimental directions and theoretical frameworks, particularly at the frontier of expanding disciplines. When needed, those explorations can be forestalled or extinguished by exploiting conspicuous vulnerabilities of rogue practitioners. In Tower’s case, both unrefuted allegations of scientific misconduct and personal problems dissolved his institutional support, leading to a swift ouster from academic science. Tower’s downfall discredited soft inheritance and neo-Lamarckian conceptions in the field of experimental genetics, facilitating the discipline’s embrace of a hard inheritance model that featured a hereditary material resistant to environmental modification. Sports medicine clinicians face conflicts of interest in providing medical care to athletes. Using a survey of college football players, this study evaluates whether athletes are aware of these conflicts of interest, whether these conflicts affect athlete trust in their health care providers, or whether conflicts or athletes' trust in stakeholders are associated with athletes' injury reporting behaviors.
